HIGHLIGHTS
Family and Children’s Services (FACS) is a private, non-profit, non-sectarian 501©3 agency. FACS mission includes strengthening individuals and families by providing comprehensive, personalized behavioral health and social services with a priority on serving those most in need of services.
Founded in 1893, the Agency focused its efforts on protecting at-risk children and assisting disadvantaged families. FACS’ services in foster care, adoption and child abuse prevention predate existing state child welfare programs.
Appointments are scheduled six days a week including weekends and evenings.
Services are provided at 40 North Avenue and 16 Jefferson Avenue in Elizabeth, as well as in the client’s home and other sites throughout Union County.
FACS’ multi-disciplinary staff of 55 full-time and part-time employees includes psychologists, social workers, case managers, family support workers and a psychiatrist.
FACS is governed by 14 volunteer trustees and has been assisted by the Children’s Service Committee, which has served as an auxiliary fundraising arm of the Agency since 1934. |

AGENCY SERVICES
In 2008, FACS provided a full array of counseling, assessment, referral, case management and support services to over 2500 individuals:
- 682 individuals received child abuse prevention and family stabilization services
- 682 individuals received an array of family permanency services, including pre- and post-adoption counseling, and programs to strengthen and continue family connections.
- 950 individuals received individual, group and family counseling sessions, psychological testing and psychiatric evaluations
- 278 individuals benefited community service and client assistance programs
FACS services are designed
to build on individual and family strengths, to address specific problems and provide clients with life coping skills to enable them to go on to lead more productive, healthier lives.
Highlights of FACS current offerings include:
Comprehensive services for special needs children waiting to be adopted;
Free counseling for adopted children and their families;
In-home therapy and support for parents to help them better respond to the emotional and behavioral problems of their foster children ;
Case Management services for homeless families with children;
Therapeutic and recreational services for siblings placed in separate foster homes to help them bond with their biological sisters and brothers.
CLIENT POPULATION
FACS’ clients primarily resided in Union County and surrounding areas in 2008. Approximately 40% of these were children; it is estimated that 60% of all individuals served by FACS had total family incomes below the federally defined poverty line.

FACS is a licensed New Jersey Adoption Agency and Outpatient Mental Health facility and an approved Medicaid provider.

FINANCES
Of FACS’ $2.8 million dollar budget, 3% comes from United Way support, 10% from insurance reimbursements and client service fees, 80% from county, state and government service contracts, and 7% from fundraising.
Fundraising costs account for less than 2% of all agency expenses, 100% of all gifts, donations, and contributions, to the agency are used only to support direct client services.
