Bill joined FACS in 1990 as the agency’s Executive Director. Prior to coming to FACS, his experience included Executive Director positions with Vermont Children's Aid Society, Welcome House in Pennsylvania],and Big Brothers/Big Sisters of Delaware. He also served as a consultant to the NJ Division of Youth& Family Services, Delaware Department of Services for Children, Youth and Their Families, National Adoption Center in Pennsylvania and International Social Service].In addition to his administrative responsibilities at FACS, Bill serves or has served in other community roles, e.g. Union County Human Services Advisory Council UCDHS Adolescent Committee Family Service Association of New Jersey[board member],Families and Community Together, member of state and county child welfare reform/planning groups He has also served as a member of the Rotary Club of Elizabeth and the Community Advisory Board of the Junior League of Elizabeth-Plainfield. .He has an MSW from the University of Maryland Graduate School of Social Work & Community Planning,and has been a member of NASW's Academy of Certified Social Workers since 1975.

Maureen joined FACS in 2007 and currently oversees the agency’s operations. Prior to coming to FACS, Maureen worked with Pfizer Pharmaceuticals developing externally focused partnership programs with key healthcare associations. She has also served as the Executive Director of a national association of physicians, was Deputy Director of the office of legal services of the State Bar of California and served as Director of an inpatient psychiatric facility in Massachusetts which was in the process of deinstitutionalization. She has served on several boards of directors, is a staunch community activist and at the request of the governments of the former Soviet republics of Georgia and Armenia, consulted with them on the first two judicial examinations given in those countries. She is a graduate of the New England Deaconess Hospital School of Nursing and received her MBA from the Thunderbird School of Global Management.

Mary Ellen Colangelo, LSW

Mary Ellen joined FACS in 1996 as a case manager and is now our Grants and Contract Manager within the FACS’ Development department. Through the years at FACS, Mary Ellen has had experience in many facets of the Agency’s operations. She provided direct services to children and families in their homes, working collaboratively with other service providers, in keeping with social work’s holistic approach of assisting clients. Mary Ellen’s skills were used in the development of the MIS/IT department within FACS. These duties included overseeing client billing and reporting of services to funders. Mary Ellen also managed the Human Resources functions at the Agency for several years. Prior employment included working as a Social Worker for University Hospice (NY), as a director of a learning center, as a defined contribution plan specialist, and as a consultant with key accounting firms. In addition to earning a Masters in Social Work at Rutgers University, Mary Ellen also has an MS in Operations Research & Industrial Engineering (Cornell University) and a BS in Mathematics (College of New Rochelle),

As of July 2008, Mary Ellen will begin serving a two-year term on the NASW-NJ Board of Directors as Co-chairperson of the Middlesex/Union County Unit.

Mary Ellen is a member of the Rotary Club of Elizabeth.

Maria joined FACS in 2003 and currently manages the agency’s office support staff, facilities, volunteer / community relations program and provides additional support in Human Resources and Development. Maria has 20 years combined experience within the fields of Office Administration, MIS, Quality Assurance and Community Relations. She has been employed by companies such as IBM, Seamen’s Society for Children and Families and design/build firm, MDM International. During her career at IBM, she provided administrative support to middle and upper management, performed secretarial training to high school interns and led two MIS departments. When at Seamen’s, she handled compliance of fair hearing resolutions and child/case reporting to the city’s child welfare agency (ACS). Just prior to coming to FACS, Maria worked with a minority business enterprise helping to obtain and maintain their MBE status, supported principal owners and provided first hand assistance within the company’s marketing and contract administration functions. Maria has an Associate degree in computing from The College of Westchester in New York.

Beverly Jackson
MIS/IT Manager

Beverly joined FACS in 2007 as a consultant and is now the manager of the MIS/IT department. Beverly possesses 13 years of technical experience in the data field, She worked for numerous years as a Metric’s Administrator, overseeing multimillion-dollar assets for IBM/Lucent technologies as an IBM Global Services employee. During those years she also worked as a Database Administrator, Technical Integration and Implementation project manager, and Data Consultant. For 8 years Beverly worked for Easter Seals of NJ as the Database Department manager, Technical Supervisor, and Lead Database Administrator. At Easter Seals Beverly also assisted Easter Seals National with data projects, which were implemented for numerous site locations across the country. Beverly also has 3 years of experience supervising, supporting and implementing financial systems. In her current position with Family and Children services she is the Database Administrator, the MIS Administrator, and the on-site IT Administrator. Beverly will implement new data related and billing procedures and is the liaison with our technical support partner Matthijssen.
